“Toast,” Morales said, lifting water because he doesn’t drink anymore and I love him for the discipline it takes to call that choice a friend. “To rules that know why they exist. And to the people who remember for them when they forget.”

We raised cups. The city outside raised nothing, because cities are not sentimental. But the wind eased a little as if to admit we had chosen well.


The last storm in this chapter wasn’t mine. It belonged to a petty officer named Jin who had been on the job a month and thought humility was something you wore under your uniform. He called in at 0327 and said, “Commander, I need guidance.”

“Tell me,” I said, sitting up hard enough to make the room disagree with me.

“Box truck rolled on 95. Driver’s okay, but his kid’s in the back seat of their sedan. We’re convoying trauma supplies. Hospital is twenty minutes. Kid is here now.”

“How old?”

“Three,” he said, and the number made the line quieter.

“Any other units closer?”

“State police says five minutes. But sirens are telling lies tonight.”

“Do you have a medic?”

“Yes, ma’am.”

“Then you stop,” I said. “You render care. You notify the hospital. You send the rest of the convoy forward. You record everything. And you tell that kid that a truck pulled over for him because the Navy says he’s worth it.”

“Aye, ma’am,” he said, and hung up with the exact amount of certainty I had planned the last two years to give to people I might never meet.

Later he sent a note that said simply:

Kid’s okay. The supply pallets made it. I think the sirens learned to tell the truth.


I still drive Route 58 sometimes when the weather pretends not to notice me. The motel owner gives me a discount I refuse. The neon hums old hymns. The photo the Admiral gave me sits on my desk where sunlight finds it first in the morning.

I don’t know if Samaritan will outlast my career. Programs have a way of being renamed by people who like naming things. I do know this: the people the rule was written for will still be here, standing in rain that surprises them, asking if someone is going to stop.

We are.

We won’t always get it right. The compass will always be off by a degree. That’s fine. We don’t need perfect north to choose a direction. We need memory. We need the willingness to let a kid’s drawing hang next to a policy and call that room accurate.

The Navy runs on rules. It survives on decisions. And on a good night, it finds a way to make both kneel to the thing they promised to serve before anyone put a pin on a chest.
